About this project
Leading Danish confectionery manufacturer Toms Group developed a state-of-the-art production facility in Nowa Sol in Poland. The project represented the largest investment in Toms' history.
A key strategic development
This was Toms’ third facility outside its home market and its first greenfield development. The project marked an important step in the company’s growth strategy and in increasing its market share globally.
Built to the highest standards, the plant produces the full range of Toms Group’s products including the Anthon Berg confectionery range.

PM Group scope
PM Group’s involvement began with site selection and due diligence in parallel with concept design development and site master-planning. The key initial challenge for PM Group was identifying an appropriate site with good transport connections to Poland’s western border. The chosen location was in Nowa Sol.
Our involvement continued through basic and detailed design, permitting, procurement, construction management, design author’s supervision, commissioning and start up assistance.
Our role included preparation of all required permitting documentation and relevant applications to the local authorities across a range of areas such as earthworks, water, EIS, building and occupancy permitting.
“A 65-person multi-discipline team from our Polish office delivered the process design to Toms' strict European production design requirements," said Tom Waters, Food Sector Director.

ATEX and explosion protection was a major consideration, due primarily to the handling and storage of alcohol and powder ingredients.
Energy efficiency
Developing a highly energy efficient building was a key target for this project. The design solutions included energy recovery from the hot water return to the cooling towers, an air recovery system, LED lighting technology with individual lamp BMS control, and highly insulated walls.
Living Safety in action
The project was recognised with a Regional award from the National Labour Inspectorate for the high value placed on safety.
